Abstract

Sustainable education operations in the Philippines require a shift from mere instructional continuity to a comprehensive structural transformation. Despite ongoing policy reforms, the sector faces systemic governance deficiencies, leadership vacancies, delayed instructional resources, heavy teacher workloads, and learning regressions—notably with 55% of public schools lacking permanent principals and Grade 3 learners falling behind core competencies. Addressing these issues demands evidence-based governance, synchronized principal deployment, equitable resource distribution, and institutional resilience against disruptions. Achieving a sustainable, adaptive, and equitable Philippine education system ultimately relies on long-term investment in leadership, operational accountability, and foundational learning recovery.
